Supporters of gay marriage Marylanders for Marriage Equality will operate daily phone banks and descend on the state Capitol Feb. 13.A proposed bill got through the state Senate last spring. However, it lost momentum in the House of Delegates. The bill was unable to garner the necessary 71 votes.House Speaker Michael E.
